They typically don't give out a rental car to someone who dosen't have a valid drivers license and credit card, leave some sort of collateral for the rental car (such as leaving their Infiniti at the shop while they are given a loaner Infiniti), or are younger than 21 (25 in some places). These precautions eliminate most of the stealing rental cars.
Back in the 1960s, however, these practices were not really in effect, that is until in the early 70s Hertz (or was it Budget? It was one of the two) decided to rent out a fleet of Shelby Mustangs for weekend joy rides. Well, as you can well imagine, the Mustangs would come back every Monday with shredded rear tires and a lot of clutch wear. For a while Hertz was OK with this as they were making a load of money off of the promotion, that was until someone figured out that in one weekend he and his buddies could remove the Shelby powertrain and swap it with the powertrain from their stock Mustang. Of course they could still drive it back to the rental place, just that they would have screwed the company out of a 428 Cobrajet for an old 302 which wouldn't be noticed until the next poor sap rented the car. They had to shut the promotion down shortly after this started happening, and they began the above process for renting cars. The rest of the industry followed shortly.
