If the first step is the hardest why not try some practice? Speed dating! B) *insert shotgun fireing and reloading sounds here* (More of a joke than a suggestion.) If you want the girl to make the first move, then naturally you should want her to want to make the first move. Chivalry isn't completely dead, :P and I've noticed eye movement is also a good thing to watch for (not THAT eye movement). Also speech should be in there to, if it's to friendly you might be in the friend zone but if it's at the same level as your you could be heading for the friend zone or a relationship.

Oh and nothing says, "I love you!" more than a stalker and a life size model of the person you love made out of monteray jack cheese. ;)

Hmm here's a though: Does dating get harder as you get older, or easyer? Gotta' count in those age and experience factors.

EDIT: Forgot to answer the question. Both men and woman should be putting it out there, if it's just women the probem is just reversed in the end, and if it's just men then there's gonna be alot of lonely shy guys out there...

What about cheddar? I thought that might be a bit less stalker-esque.

Hopefully the shy guys will get an outgoing girl to hit on 'em. I've seen it happen lots of times, actually.

I think dating has sort of a curve for easiness.

15-19 - Difficult
20-21 - Easier
22-24 - Easiest
25-30 - Difficulter
30-on - Most difficult

Just a theory, because I'm only 18 and have no clue. But it's an educated guess :P

I love monterey jack. If some girl made a statue of me out of monterey jack I'd be really pleased.

Someone will strike your fancy. Often, it was the case that I'd just act really really stupid around guys that I liked. And when a guy would start talking to me I'd be all sarcastic and stuff. I'm not really sure why. But when you meet someone who's more on your wavelength, it helps things. A LOT.

The trick to talking to girls is to imagine they don't have girly bits. It's hard to talk to somebody when you're thinking to yourself the whole time "Boobies!". Her eyes are up there, folks, and talk about something you're genuinely interested in, and see if she is interested too. If you can't have a nice relaxed conversation with somebody in general, what kind of relationship could you have together anyway? Of course, none of that helps in the initial approach or the actual asking out.

Funny. Just came across this topic as I was being hit by the backwash of something very like this.

Ditto. I get nervous around people I know well, I get even more nervous around regular people, I get even more nervous with people I don't really know, and if were a girl, even more so. I know I'd make my self look like an idiot, and the whole "I don't know if she likes me so I better not say anything" comes in as well. I can't read body language, and if people are ticked at me for one reason or another such as making bird calls in the middle of class, it will not under any circumstances register in my brain about 99.999 on to infinity percent of the time. The other bit of that percent that it does register, I take my time to be even more obnoxious. Fortunately, I don't have the problem of actually liking a girl.
