I've looked in Cademia and Odemia and I can't find it... perhaps I took it already and lost it or something... oh well.
My avatar is a character portrait from the SNES game Shadowrun, a adventure/RPG game that is remarkably similar to Cythera in many ways. I highly recommend it.
And yes, I played Ferazel's wand a little bit years ago, but haven't in a long time. I'll have to get it again.

And just to stay on topic, I thinks boats were going to be made along with fishing but they were left out. (darn sea monsters)

Well, at least one character (
Spoiler
) mentions having been on a boat. Obviously, it didn't work out too well for him, but that's at least evidence that the fear of the sea isn't as absolute as it's made out to be. Perhaps the fear was overemphasized late in development to account for the lack of boats.

I figured that the Scylla presence in the waters probably started becoming more frequent as Alaric's bond with the land weakened. The Scylla, after all, are allies of the Undine, aren't they?

Yeah, but you'd think that a couple of gaurds on a reasonably sized boat would be more then capable of handling some Scylla. (Assuming they all had bows and arrows)
I never had much trouble with them that way...

Scylla could also attack a boat from below.
Apparently, there are extremely dangerous when one is out in the water. I seem to recall reading that it was unknown if the head and tentacles belonged to the same creature.

Actually
1 guards fight barehanded
2 guards don't attack monsters or bandits
3 I can defeat a guard with a daggers

Maybe the tenticals are just an over grown Hydra, because you can kill the head, but the tenticals keep going.
Or maybe a Scylee is like a cockroach, if you cut off there head they can go a week before starving to death
