If topics that have spiralled into stupidity are always locked, will the denizens of the board ever learn to become self-regulating and to stop posting when a topic degenerates?

Because topics sometimes become extremely off-topic and turn into pointlessly stupid chat rooms.
Then they need to be locked.

Note: I'm not telling the mods to lock this though. This is just my opinion as to one reason topics should be locked.
Although it would be nice.

Or maybe they need to grow, and develope different uses, instead of having several mod-wannabies posting saying 'This needs locking blah blah blah'

That's exactly the point. You're not supposed to sit waiting for people to reply. You're supposed to write out an intelligent post, post it, go somewhere else, and maybe come back in an hour to see if anyone's replied.

Not everything one posts needs to be vastly intelligent. However, it is a general standard on a webboard that, unlike in IM programs or chat rooms, you do not expect a response right away. Response times of more than five minutes are common, and should not be cause for assuming that everyone has left and you should too.

Alternatively, when people don't reply it's because they have nothing to say. Not that this stops some people.
