There are no plans on releasing the editor for Cythera, for a large number of reason. These include the fact that is it undocumented, unstable, and, if you didn't write it, unfriendly to use. There are also other issues and limitations in the engine as well (for example, if you want to change a map to add items, or even to move something, you need to restart the game from the beginning to get the "new" thing). Releasing the editor would also make it possible to remove most of the registration checks, which also isn't in our best interest.
However, you can currently edit and experiment around with the AI without the editor (and even with the editor, you'd pretty much need the full C++ engine source code to add in new tests and actions). We could add something to add in new portraits, but even that won't be perfect because the CLUT that the game uses would produce butt-ugly versions of pictures that you would paste in (you really need to retouch/design the portraits for that color-table to get something that doesn't totally suck).
