One ostensible reason for invasion was the threat of Weapons of Mass Destruction. To this date, no weapons of mass destruction have been found.
And don't give me this "capability to create biological/chemical weapons" spiel, either. Any country with a petrochemical industry can switch to producing chemical weapons with very little difficulty. Any country with suitably advanced medical research can do the same with biological weapons. The only truly difficult one is nuclear, and Saddam didn't have a program. That he wanted a program is obvious, of course. But he didn't have one.
