I think he means the neon color used in those flashy signs. You know, the ones advertizing some illegal club or drug dealer, or something in the downtown area of bad cities.

Originally Chrysler Corp. purposefully gave the Chrysler/Plymouth/Dodge Neon the name "neon" with a lower-case "n" in order to make it appeal to a younger demographic, alas Daimler came in and realized just how stupid the premise behind the badging of the neon was, and renamed it the "Neon" (capital "N") for last model year.

Note: I'm not in any way disagreeing with Zortrium's post, I'm just posting yet another entirely random post in this topic. Just that this post happens to enlighten all who read it (exept for forge who knew all of this before any of it came to pass).
