It's true, what he says, and not that confusing if you think about it. "Heh, heh, heh..." implies a sort of staccatoed uttering of the hehs, as if you were laughing at something pitiful, laughing evilly, or you had just proven someone wrong. "Heheheh..." implies a much more flowing laugh, a more normal one that you would just do if something was amusing, but there were no other circumstances.

Cinco De Mayo, outside of being a celebration of Mexican pride, is a great excuse to get wasted and do s### you otherwise wouldnt do. Its a great scapegoat for all the nasty things you do on the holiday. Oh s###, I did that, I dont even remember...it was Cinco De Mayo, dude. Chalk it up to that.
