With the 5.68e10 channels, this is about how it would pan out...
If we wanted to dominate just about every channel in two weeks, the server would have to tolerate 47000 channel requests/second (and we would have to put up that kind of bandwidth), or 4700 per person, which translates out to 423 kilobytes per second for each of us. That wouldn't happen without installing rootkits of a few hapless Windoze boxes and stealing their bandwidth, and Ambrosia upping their bandwidth (they wouldn't be able to handle 423 kilobytes/second). A total takeover of all channels with eight chars in that space of time would require 1.62e9 kilobits/second. I pull 160/second down, and can put significantly less up. Taking out #att, #ares, #<classified>, #omg, #ev, #ev3, #halo, #<classified>, #ev4, and a few other registered channels would not significantly decrease that load. This also assumes that nobody disconnects in that space of time.
This assumes that we are joining the channels 24/7. Now, to register them, we would need to send "/msg chanserv register #****** xxxxxx", then "/msg chanserv set guard #****** on", then "/msg chanserv akick #****** *". If we want a stronger password, we would need to turn up our bandwidth a bit.
So no taking over every possible hiding spot in two weeks.

Most "fallback" channels, and other channels, have at least seven characters.
I can put up 3MB/sec easily, but I don't think ASW can handle that, and I don't want to join 50000 channels/second, my computer can't handle that. They'd probably just ban your ip address, or at the least, internet routers/irc server would use a built in flood control to stem the tide of requests.
