Are you asking for what we think is the actual population of Cythera, or the number of shown people in Cythera?
Note: Since you're asking a obscure question, I think you can take for granted that searching will do no good. ie, the question "How many ratlizards are there in the land of Cythera?" or "How many tiles are there in the dining room of Landking Hall?" wouldn't turn up any results.

That is a difficult question to answer. In some areas of the game a potentially limitless number of ruffians may appear, so an accurate count is obviously impossible. A similar problem exists with the beggars of Cademia. If you consider each "ruffian generator" to be a single person for the purposes of our census, there are probably on the order of a couple hundred living people in Cythera.
