Play the tune... where?

In the main building, there's an alcove to the east with a statue at the end of it. Play the notes at the statue.

I think the tune should work most anywhere in Kosha, but I'm not sure. If, for whatever reason, the tune does not work, leave Kosha and come back to try again.
