I have wracked my brains and I cannot figure out how to cure the plague in Catamarca! Help!

Try looking around in the judges house. There is a secret door there, which leads to a small enclosure which has a locked trapdoor. You will need to find a key to open the trapdoor. Of course, asking around is the best way to find things out...
