I've heard of it, and I have a few ideas, but I can't seem to make any sense of it. Is it possible?

Have you read the "custom spells" topic? Those are spells created for the team stories, but not for the game.
I might be wrong, but I don't think it's possible to create spells in Cythera.

Well, if you have an odd desire to commit a felony, and you know how to hack into programs and distribute them...

Or, just create spells with Coldstone in a Cythera-like world.

If you are not a mad hacker, or Glenn Andreas, you can`t make custom spells in the game.
