Well, you can either use fetch on it, or on the wall to the right, there will be a hidden passage.....if you go through the hidden passage, you will be able to trip more hidden passageways by walking over loose flagstones, eventually you will get to a room with a lever, and if you trip it, the portcullis will open.

To get mana over 27...train mana and casting until you have 15 of both and then train reflex.
