The gem dealer(Atreus) lives in Kosha. Jewels can be used to make alchemical potions. Obsidian is useful for more than just alchemy, though...

You may find it useful to find the chest underneath the flowers in the jewlers and crack it open with a mace. There, you will find a bunch of rubys. Be aware, you will need quite a few people to store all the obol you will get from selling them to Atrius.

He's in the mountains, search the east side of them below landking hall, there's a cave. From there you need to find a crack in the ground with a rope attached, go down the rope to find him.
