You need to have a shovel (take one from the mining camp or buy one from the ratcatchers guild). Exit Catamarca and go north up the road. You will then see some sand by the water. Dig there.

Rogan, you were thinking of the Sapphire Book Odemia. The Sapphire Book Catamarca is under a bed in a room north of the court in the Castle. (The resort for the Second Tyrant)
