He is in the ruins up the river from Phynx. To get him to join you, you must complete Cure Plague In Catamarca, Show Crystal to Lindus and Take Crystal to Timon. When you are talking to him, tell him "join". He will agree to join you.

Note: you can only talk to Timon and get him to join you if you've registered the game.
