Non-functional action?

I am making a scenario file where I am trying to implement asteroid mining as the income source, but I can't get the Set/Give resources action to work. Does the action work at all?

I think I've had that problem, but I'm not sure. I'll check with Hera later this week. Like on Saturday.

It gives the player 50000.
