I am using Hera to create a new scenario.
How do I tell it to make a planet build ships?

Just enter the classes of ships you want to have the planet able to build.
In the future, you probably want to look at the file hera_reference.html in the Documention folder of the Hera folder. It contains all the information needed to use Hera to do things.
