Preamble
Knowing as we do now that all we left behind at Earth is dead and gone, we the members of the Expeditionary Taskforce to Tralf hereby declare our sovereign independence from any outside power. We claim for ourselves the right to self-determination, the right to convene courts of justice, the right to tax commerce, foreign and domestic, and all other rights customarily given to a sovereign Government.
The Council of the Taskforce
The Council shall have the power to remove the Executives from their positions if such action is considered necessary and proper by two thirds of the council. The Council shall consist of all the founding members of the Taskforce who are listed below.
- Pallas Athene, Grand Admiral
- Patrick, President and Chancellor of the Exchequer
- Trojen
- Dan-D-Man
- Sargantanus
- Mag Steelglass
- Jager
Separation of Powers
The President of the Taskforce will be appointed by the uniamous vote of the members of the Council of the Taskforce, when he is too ill or otherwise incapacitated to continue serving in his duties. To the President are delegated the powers to:
-declare war on foreign governments
-establish the foreign policy of the Taskforce in a way that he sees fit
-provide for the elections of the Chancellor of the Exchequer from the members of the Taskforce when such elections are necessary.
The post of Grand Admiral of the Taskforce shall be allocated to a deserving person from the Naval wing of the Taskforce by the Council. He shall be:
-Commander in Chief of all military units of the Expeditionary Taskforce
-Advisor to the President on military Matters.
The Chancellor of the Exchequer shall be elected from the members of the Taskforce at such time when the former Chancellor has resigned his post. The powers of the Chancellor shall be to:
-apportion the funds of the Taskforce in order to provide for the speedy carrying out of the policies of the Grand Admiral and the President of the Taskforce
-levy taxes upon commerce within Tralf and within any other system colonized or annexed by the Taskforce
Amendments to the Charter
If all but one of the members of the Council find it necessary to amend the Charter of the Taskforce, they may do so at their discretion.
