I personally can see no way to "create" telepathy using technology. I'm not really sure what you mean by that or whether it's feasible. As for a "mind evolved using binary," that doesn't exist and drawing contrasts between that kind of a mind and ours is complete conjecture. We store information in all kinds of ways, small lumps, large lumps, and even groupings of information that seem to have nothing to do with each other such as smells that bring up memories that bring up feelings which each by themselves seems unrelated.

It would all be conjecture if the topic hadn't been started on the basis that language most likely corrupts or slows down the mind and went on from there.
